Federal law states "each educational institution that receives federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of such year for the students served by the educational institution."  Constitution Day commemorates the September 17, 1787, signing of the Constitution.

Texas HB 708 moves Celebrate Freedom Week from the week of November 11 to the week of September 17, effective beginning with the 2007–2008 school year.  The purpose of Celebrate Freedom Week is “to educate students about the sacrifices made for freedom in the founding of this country and the values on which this country was founded….”
