The Texas Student Success
Initiative (SSI), passed by the 76th Texas Legislative in 1999, requires that Grade 3
students must meet the standard on the Texas Assessment of Knowledge and Skills (TAKS) in
reading before they can be promoted to Grade 4. The initiative calls for specific support
components to be in place. Additional promotion provisions are phased in over the next few
years. Provisions concerning Reading and Mathematics Grade 5 are included for the 2004-05
school year.
Promotion standards for first-grade and second-grade students in
the Houston Independent School District require students to meet standards on the
High-Frequency Word Evaluation.
